CRITERIA FOR APPROVAL OF EXAMINERS

‘GENERAL AVIATION’

  The following criteria shall be applicable for approval of Examiners in ‘General Aviation’ for the purpose specified in Schedule-II of the Aircraft Rules, 1937 and Para 6.2.6 and 6.6 of Civil Airworthiness Requirements Series ‘O’ Part-I on fixed-wing aircraft:-

  1. GENERAL
    1. Pilots recommended for approval as Examiners shall be known for their impartiality, free from prejudices and strong likes and dislikes and capable of recording fair assessments. They should be capable of instilling high standards of discipline in the aircrew and have balanced attitude towards them.
    2. Pilots recommend for approval as Examiners should have been regularly flying the aircraft on which the approval is sought. A minimum of 10 hours of flying experience as Pilot-in-command during any consecutive 90 days shall be construed as regular flying.
    3. Pilots recommended should have a flying record free of any notifiable accident attributable to their proficiency in handling the aircraft during the preceding 5 years.
    4. Pilots recommended should have a flying record, free of any incident attributable to their proficiency in handling the aircraft during the preceding 3 years.
    5. Pilots should not have failed in any proficiency checks on the Type, wherever applicable, during the preceding 5 years.
    6. Pilots shall not be recommended as Examiners on both fixed-wing and rotary wing aircraft at a time. They shall also not be recommended as Examiners for more than two types of aircraft at the same time.
    7. Pilots once approved as Examiners may be disqualified by the DGCA if subsequently found lacking in any manner.

  2. FLYING EXPERIENCE REQUIREMENTS :

2.1 I) Total flying experience : 4,000 hrs.

ii) Total Command experience : 1,500 hrs.

iii) Total Command experience on the type : 1,000 hrs.

iv) Flying experience on the Type during : 100 hrs.

the preceding one year

    1. The total Command experience on the Type for approval as an Examiner shall be relaxable to 500 hrs. in case the pilot has total Command experience of over 2,000 hrs. or has previous experience as an Examiner on another type of aircraft for a period of not less than two years.
    2. An Examiner shall exercise his privileges only when he has a minimum of 10 hrs. flying experience as Pilot-in-command on the Type during the preceding 90 days and a certificate to this effect shall be recorded on the Check Report.

  1. Test/checks in respect of a pilot belonging to an organisation should not be carried out by an Examiner of the same organisation.
  2. An Examiner who has imparted flying training to a pilot shall not carry out the tests/checks of such a pilot. A different Examiner shall be utilised for the purpose.
  3. In the event of non-availability of pilots meeting fully the aforesaid criteria. The Director General may, at his discretion, relax the requirement taking into consideration the past performance, flying record and experience of the individual pilots. Relaxation may also be granted, if a particular type of aircraft is rare and sufficient number of pilots are not available.
