 The following circular is issued for information, guidance, necessary action and compliance until the conditions in Kabul FIR are declared as safe for flights by ICAO.

The International Civil Aviation Organisation has assessed flight safety issues in the Kabul FIR and a mission to Afghanistan conducted by senior ICAO officials as well as discussions with United National Officials based in that region reinforced concern overe deficiencies in services provided and risk to flight safety posed by warring factions. International Civil Aviation Organisation has commented that under these circumstances the safety of international civil flight operations through Kabul FIR cannot be assured.

In view of the above, it has been decided that an aircraft registered in India or operated by an operator having his principal place of business in India shall not overfly the territory of Afghanistan and instead, shall follow the Contingency Routing Scheme (CRS) for the circumnavigation of Kabul FIR as given below;

CONTINGENCY ROUTING SCHEME (CRS) FOR THE CIRCUMNAVIGATION OF KABUL FIR

  1. The Contingency Routing Scheme (CRS) described below is applicable to international flights operating between Europe or the Middle Ease and Asia. The purpose of the CRS is to assign routes which will allow aircraft operators to circumnavigate the Kabul FIR with a minimum of inconvenience during the current internal armed conflict in Afghanistan.
  2. The CRS takes into account the volume of traffic between Asia and Europe and aims at distributing the traffic between flows south, west and north of Kabul FIR, Kabul. The CRS supersedes that part of the Traffic Orientation Scheme (TOS) promulgated by India in Delhi Notam 6013/94 dated 8th February 1994 which deals with flights circumnavigating Kabul FIR.
  3. Operators are recommended to file a flights plan along the appropriate authorized ATS routes described, although tactical air traffic control considerations during periods of overloading may require re-assignment of routes or portions thereof.
