Subject: Security clearance of Board of Directors of Scheduled and Non-Scheduled operators.

In accordance with the existing instructions, security clearance of all the Directors on the Board of scheduled and non-scheduled operators is required to be obtained from the Ministry of Home Affairs before grant of an operating permit. Sometimes the operators change the Board of Directors and appoint some new Directors. Security clearance for the new Directors is also necessary before they could be appointed on the Board of the operators.

It has, therefore, been decided that any operator intending to add a new Director shall furnish the information about him in the enclosed form (in triplicate) to the Ministry of Civil Aviation for obtaining necessary security clearance. The appointment of any new Director shall be made only after receiving a clearance from the Government. It has also been decided that all operators at the time of renewal of their operating permits shall submit a statement to DGCA giving the names of all the Directors on the Board, their nationalities and the clearance of the Government to appoint them as members of their Board.

Further, in order to ensure the compliance of AIC 4 of 1998, the operators shall also be required to certify at the time of renewal of the operating permit that the Directors of the Board and any managerial officer of foreign nationality do not hold any position or employment in any foreign airline.

The above is for the strict compliance by all scheduled and non-scheduled operators.
