Subject:  Examination for Issue/Extension of Aircraft Maintenance 
          Engineer's  Licence  and  Basic  Aircraft   Maintenance 
          Engineer's Certificate - Procedure thereof

1.   INTRODUCTION

     The  Indian Aircraft Rule 61 (Revised) which has  come  into 
     effect from 1st April, 1991, details the various  categories 
     of  AME  licence  required  for  the  purpose  of   aircraft 
     certification.    The   Rule  also  lays  down   the   basic 
     educational   qualifications  and  other  requirements   for 
     acquiring  the AME licence by an applicant.  The details  of 
     the  experience requirements for various categories  of  AME 
     licence  are mentioned in CAR Series 'L' Part I.   This  CAR 
     details  the  procedure  for appearing  in  the  examination 
     conducted  by  the Director General of  Civil  Aviation  for 
     acquiring the AME licence/BAMEC.

2.   CENTRAL EXAMINATION ORGANISATION

     The Central Examination Organisation is a Directorate in the 
     office of the Director General of Civil Aviation, headed  by 
     Director of Airworthiness, and is responsible for conducting 
     the   examinations   for   issue  and   extension   of   AME 
     licence/BAMEC.    All  the  correspondence   regarding   the 
     examinations   should  be  addressed  to  the  Director   of 
     Airworthiness (CEO), Office of the Director General of Civil 
     Aviation, East Block III, R,K, Puram, New Delhi - 110066.

     The  examination  for  the  purpose  of  acquiring  the  AME 
     licence/BAMEC will be conducted normally twice a year in the 
     months  of March and September.  The applicants desirous  of 
     appearing   in   the   examination   should   submit   their 
     applications on the prescribed form CA-9 (Appendix A) by the 
     7th of January and July for March and September sessions  of 
     the year respectively.

3.   EXAMINATION CENTRES

     The written examinations will be conducted at the  following 
     centres:

     New  Delhi, Bombay, Hyderabad, Calcutta, Kanpur,  Bangalore, 
     Madras,    Patna,    Lucknow,    Bhopal,    Guwahati     and 
     Thiruvananthapuram.

4.   EXAMINATIONS

     The  examination  will consist of two  parts,  i.e.  written 
     papers followed by oral-cum-practical test.

4.1  Written Papers

     The  written  papers  will comprise of Basic  Papers  and  a 
     Specific Paper.

  4.1.1   Basic Papers

     The  Basic  Papers  will consist of  the  following  written  

     papers -

     a) Paper I

     It will contain the questions pertaining to aircraft  rules, 
     Civil  Airworthiness  Requirements etc. as detailed  in  the 
     syllabus.   This paper will contain multiple-choice as  well 
     as essay type questions.  The pass percentage will be 70% in 
     multiple-choice and 60% for essay type.  This paper will  be 
     common  to all the sub-groups of various categories  of  AME 
     licence/BAMEC.  The applicant, who has once passed Paper  I, 
     will  not  be required to appear in this paper at  any  time 
     thereafter.

     b) Paper II

     It   will  contain  the  questions  pertaining  to   general 
     engineering,  workshop  practices,  basic  electricity   and 
     electronics,  basic knowledge of computers etc. as  detailed 
     in the syllabus.  This paper will contain multiple-choice as 
     well  as essay type questions.  The pass percentage will  be 
     70%  in multiple-choice and 60% for essay type.  This  paper 
     will  be common to all the sub-groups of various  categories 
     of  AME licence/BAMEC.  The applicant, who has  once  passed 
     Paper  II, will not be required to appear in this  paper  at 
     any time thereafter.

     c) Paper III
                    
     This  paper will contain questions on the  basic  principles 
     and general theory of flight or IC engines or electricity or 
     instruments  or radio systems as prescribed in the  syllabus 
     for  each  group of various categories of the  AME  licence.  
     There  will be a separate question paper for each  group  in 
     various  categories  of  licence/BAMEC.   This  paper   will 
     contain  multiple-choice  questions as well as  essay  type.  
     The  pass percentage will be 70% in multiple-choice and  60% 
     for  essay type.  The candidate who passes this paper  in  a 
     sub-group  of a category of AME licence/BAMEC, will  not  be 
     required to appear any time thereafter for that sub-group of 
     the category.

     Note:The detailed syllabus for all the papers, i.e. Paper I, 
     Paper  II  and  Paper  III of  all  the  groups  of  various 
     categories  of AME licence is prescribed in  the  'SYLLABUS' 
     which  can  be obtained from the DAW (CEO),  Office  of  the 
     D.G.C.A, R.K.Puram, New Delhi for an amount of Rs.25/-  paid 
     in the form of Indian Postal Orders or Bank Draft in  favour 
     of the Accounts Officer, Central Pay & Accounts Office, CAD, 
     New Delhi.

  4.1.2  Specific Paper

          The  Specific  Paper will consist of only  one  written 
          paper, i.e. Paper IV. This paper will contain questions 
          pertaining to maintenance/overhaul/repair/construction, 
          as  applicable to the category of AME licence to  cover 
          particular  type  of  aircraft/engine/equipment.   This 
          paper will normally contain multiple- choice  questions 
          and  pass  percentage will be 70% of the  total  marks.  
          However, the applicants who have successfully completed 
          the DGCA approved or manufacturer's training course  on 
          the particular type of aircraft/engine/systems, will be 
          exempted from Paper IV (Specific).

     Note : The applicant will be permitted to appear in Paper IV 

          (Specific)  or attend the approved training  course  on 
          the  particular type of aircraft/engine/equipment  only 
          when he has passed all the basic papers relevant to the 
          sub-group of the category of AME licence/BAMEC.

4.2  Oral-cum-Practical Test

     The oral-cum-practical test will be conducted to assess  the 
     knowledge  of  the  candidate  by  a  Board  consisting   of 
     Director/Dy.Director  of  Airworthiness  or  Controller   of 
     Airworthiness  as Chairman and Senior Airworthiness  Officer 
     supervising the particular type of aircraft/engine/equipment 
     as  a  member including one external member who will  be  an 
     expert    on    the    type    or    similar    types     of 
     aircraft/engine/equipment.  The pass percentage will be  70% 
     of  the total marks.  The applicant can avail three  chances 
     of oral-cum-practical test within a period of 24 months from 
     the date of passing of the Paper IV or successful completion 
     of the DGCA approved course.  The candidate, who is declared 
     failed  in  the  oral-cum-practical  test,  can  avail   the 
     subsequent  chance  provided  he  has  gained  three  months 
     additional   experience   on   the   particular   type    of 
     aircraft/engine/systems.

5.   DEFENCE SERVICES PERSONNEL

     Defence  personnel (retired or serving) can also  appear  in 
     the  examinations for issue of AME  licence/BAMEC,  provided 
     they meet the requirements of basic qualifications including 
     experience  requirements as laid  down  in  CAR  Series  'L' 
     Part I.  The details of experience gained in service, should 
     be mentioned in the prescribed form CA-9 (Appendix A).

     Defence  personnel  will be required to appear  in  all  the 
     examinations  as stated in para 4 above.  However, they  may 
     be  exempted from the multiple-choice questions of Paper  II 
     and/or Paper III relating to the sub-group of a category  in 
     which  he  has  been trained  and  has  acquired  sufficient 
     experience  in the related field, but they will be  required 
     to appear in essay type questions of all the Written Papers.  
     It may be noted that the experience of the defence personnel 
     in the electrical, instruments or other avionics trade  will 
     not  be accepted for the purpose of granting AME licence  in 
     Cat.  'E', 'I', 'R' or 'V' unless they produce  satisfactory 
     evidence  of  their having undergone  an  approved  training 
     course  in  the  relevant  field,  on  the  large  transport 
     aircraft.   However, their applications for Cat. 'X' may  be 
     accepted provided they have worked in the units  overhauling 
     the    aircraft   instruments/electrical    equipments/Radio 
     equipments.

6.   SUBMISSION OF APPLICATION

     The applicants will be required to submit their applications 
     well in advance, to the Quality Control Manager (QCM) of  an 
     organisation where they are working, alongwith the requisite 
     amount of fees, as prescribed in Aircraft Rule 62  (Appendix 
     'B').   It  will  be the responsibility of the  QCM  of  the 
     organisation  to  collect  the  applications  from  all  the 
     applicants working in his organisation and forward the same, 
     by  7th of January and July for respective sessions, to  the 
     Director  of  Airworthiness (CEO), O/o Director  General  of 
     Civil  Aviation, R.K. Puram, New Delhi.  The fees  collected 
     from   the   applicants  should  be  forwarded   through   a 
     consolidated crossed Bank Draft in the name of the  Accounts 
     Officer,  Central  Pay  & Accounts  Office,  Civil  Aviation 

     Department,  New  Delhi,  payable  at  the  State  Bank   of 
     India,New Delhi, alongwith a list containing the particulars 
     of  each of the applicant, the categories they have  applied 
     for and the corresponding amount of fees submitted by them.

     It will also be the responsibility of the QCM to ensure that 
     the  applications submitted by the applicants are  duly  and 
     correctly  filled  in,  and that  the  applicants  meet  the 
     requirements  including  the  experience  requirements   for 
     appearing in the examinations in the categories applied for.  
     The  QCM should also ensure that the applicant  has  covered 
     all  aspects  of the maintenance of the particular  type  of 
     aircraft/engine/systems.   An  applicant  can  acquire   the 
     concurrent  experience in the 'Mechanical Stream',  i.e.  in 
     airframe and engine field or in any two systems of 'Avionics 
     Stream', i.e. electrical, instruments or radio systems.

     The applicants, who are not engaged in any organisation, but 
     meet all the requirements for appearing in the  requirements 
     for  appearing  in the AME licence/BAMEC  examinations,  may 
     directly   forward   their  applications  to   Director   of 
     Airworthiness (CEO), New Delhi.

     The  candidates who have passed all the written  papers  and 
     are qualified for appearing in oral-cum- practical test  for 
     issue  or  extension  of  AME  licence,  will  be  intimated 
     accordingly.  They should contact the Regional Airworthiness 
     Office for suitable date for oral examination.

7.   APPROVED COURSE

     Airlines/operators  get their training schools approved  for 
     imparting training to their engineers.  Such trainings would 
     be   under   the   continuous   supervision   of    Regional 
     Airworthiness  and  the entire system is documented  in  the 
     operator's  Quality  Control/Training Manual.   The  persons 
     having   passed   such  courses   of   specific   types   of 
     aircraft/engine/electrical  or instrument or radio  systems, 
     can submit their applications alongwith the requisite amount 
     of  fees through Quality Control Manager/Principal  Training 
     Officer  to Regional Airworthiness Office who  will  conduct 
     oral-cum-practical  test  of  these persons  and  will  also 
     declare the result accordingly.


     For  the new types of aircraft/engine, where the  facilities 
     are not available, the operators send their personnel abroad 
     to  manufacturer  for training.  DGCA  will  recognise  such 
     courses  provided the course has been approved by the  local 
     Airworthiness  Authority of the country of  manufacturer  or 
     approved  by DGCA.  Also the duration of the  course  should 
     not  be less than two weeks for light aircraft and  4  weeks 
     for heavy aircraft.


8.   Results of all the oral-cum-practical test will declared  by 
     Regional  Airworthiness Office under intimation to  CEO  and 
     Airworthiness  Directorate  (only  for  passed  candidates). 
     Failed   candidates   may   apply   directly   to   Regional 
     Airworthiness Office to avail subsequent chance of oral-cum-
     practical test after acquiring prescribed experience.

9.   In their own interest, all applicants who want to appear for 
     AME  examination should maintain personal log  book  wherein 
     all  the experience gained on aircraft, engine  and  systems 
     should  be mentioned systemwise also indicating the type  of 

     schedule carried out.  This work should be certified by  the 
     Engineer-in-charge, Shift Incharge/Supdt. as the case may be 
     as   in   many   cases   particularly   in   the   case   of 
     technicians/apprentices   airlines/operators  do  not   keep 
     record as to how they have been deployed and what experience 
     they  have  gained.   The  candidate  should  also   forward 
     alongwith their application a detail of the work done during 
     the  last  six  month in brief indicating that  he  has  got 
     comprehensive  experience  mentioning  the  details  of  the 
     aircraft,  engines and the systems and the type of  schedule 
     carried  out.   Such  an  evidence  will  help  the  Central 
     Examination   Organisation   to   correctly   evaluate   the 
     experience of the candidate and  to avoid any further  delay 
     on this account.  Sample  sheet for  on  the job training is 
     enclosed as Appendix C.

10.  This  CAR supersedes the AME Notice No.1 of 1965,  including 
     all other instructions relevant to the subject matter.

                  INFORMATION AND INSTRUCTIONS

1.   This  form  will not be considered  unless  the  information 
     required is given in the fullest details qualified by  dates 
     and  will  be  accepted provided if  the  experience  stated 
     conforms  in  full  with  the  requirements  of  the  Indian

2.   This form must be completed in all respects.

3.   This  form  when completed should be sent  to  the  Director

     alongwith  the  Bank Draft covering the  requisite  fees  as

4.   Making  of false or incorrect statement in  the  application 
     form   may   result  in  displinary  action   amounting   to

     issued/extended   on  the  basis  of  the  result   of   the 
     examination.

5.   Director of Airworthiness (Examination) will after scrutiny, 
     inform the applicant of his roll number and the date ,  time 
     and  place  of examination if the  application  is  accepted 
     otherwise the fees paid will be adjusted by the Director  of 
     Airworthiness (Examination) for subsequent examination.

6.   The  following  fees has been prescribed in Rule 62  of  the 
     Aircraft Rules, 1937:-
